From what I can see, your wiring/soldering is fine, but I'm sure 2.2K resistors should be used for the BB upgrade.

It's only a bad angle of view. There is no contact between them.

redo the installation and clean all solder points with isopropyl alcohol
some soldering point can be missed or conducting energy where it should not

try changing the resistors to to 10k ohm, this worked on my BB Jasper, which i installed the day the firmware came out and never had a single problem with it.

I'm almost certain I advised you to try all 3 power options on your R-JTAG board. Your images don't show anything being tested yet.

Everything is back to Retail, because the problem wasn't in install but TMS/TDI were bad. I haven't the right equipment for reflow/reball so I left it as Retail.
