I was wondering do i need to put a a capacitor on the Ground a cpu_pll bypass, Because i know it speeds up boot time but is it needed?

Try it without first, if your console doesn't boot or just shows a black screen then add it.

If you have the CoolRunner Rev B, just bridge the pads where it says "CAP".
