Well, Google is a very useful resource...
First the Cons. If you don't care about Live, other than the inital risk of buggering something while installing the mod, there really are no Cons.
Simply put, what it will let you do is run unsigned code. Beyond that, it's really up to the imagination, motivation, and skill of homebrew developers as to what your console will be able to do.
Currently, the following is common:
- Playing games off an Xbox or USB hard drive without the game disc
- Playing XBLA and DLC that wasn't purchased for that unit
- Running homebrew Dashboards that include many new features like file management and FTP server
- Running emulators of other consoles and machines like SNES, Genesis, and arcade machines.
There is still much, MUCH more in devemopment, like Media Player. The only real limits are the developers' innovation and the hardware.
As far as keeping off of Live, why? so you don't get crippled? Since you're looking to do a JTAG, you'll have to dump the NAND anyway. Once you've done that, it's really easy to uncripple it, and you never have to worry about it again because you can't connect to Live to get banned again
