Locking HDD

I locked my hdd with the newest evo x. I did it so that It loads up msdash when turning my xbox on with the x3 disabled. Now when i turn it on with the chip disabled, it still comes up with error 13 and frags. If my hdd is locked, why does this error come up and not the microsoft dashboard? What exactly is error 13 as well?

Doesn't it tell you right there on the error screen what the codes mean?

did you backup your xbox info and the installed it in your new harddrive? should go in the c folder.
