There is a 5v line that runs back from the switch bank to the chip, this is what actually powers the chip and lights that blue LED. The switch bank is receiving the incoming 5v, otherwise the green LED wouldn't light up. (this is what was meant by the "on button on the chip is green" right?) Check that your switch wire plugs are fully seated in both the switch side and the chip side. Check that none of the cables have become damaged when routing to the outside of the box. Try jiggling the enable/disable switch as this also turns on the 5v back to the chip.

it'll help a lot more if you provide more information of your setup. Things such as wires installation, pin header installation, Xapter installation, xbox version etc. By the sound of things, I'm guessing that you did not connect the Alt 5V "hook" to the chip.

do you have an v1.6 xbox? if you do it might be that you didn't install the 5v wire. did you put all the little brass braces on the lpc points?
