Well, first thing's first, without actually booting into X3CL, or a dashboard (ie EvoX, Avalaunch, etc) there will be nothing to load an FTP porgram into the Xbox whatsoever.
The only thing that will get you an IP address is if you boot into the backup Bios, and select Network Flash.
(And that will only allow you to access the X3, not the HD)
If you are able to boot whatsoever something I would highly reccommend is Slayers 2.6. Go to
www.xbox-scene.com to find that.
(Slayers is a bootable disc that will run an Xbox IF the Modchip will simply allow unsigned code to run.)
Slayers will allow you to FTP, give you the IP, and username/password for the FTP it sets up. Of course that is providing that Slayers is permitted to boot.
As for the Bios Cd, Bios.bin and Dummy.bin are the only files on it, if you try using that make sure you follow the instructions the the letter.
I would definitely take a look at the solder joints, I think it's 13, 14, and (16 or 15, whichever one exhists lol!).
I had a prob with my 1.6 Halo Ed which I just finished. After I rechecked the joints it still acted up, BUT what I did was had the box open, and each time I powered up if it didn't flash correctly I would power down then adjust the placement of the x3CE on the pinheader. After 3 tries I had pulled the X3 up just slightly from the pinheader, and it worked, apparently it was unhappy with the pins lol!
(My problem was improper flashing, I could every once in a while get a flash to boot me and do EVERYTHING EXCEPT get into X3CL lol!)
