Need Help Flashing

I have done one install before on a V1.4, but this is a V1.6. It has an Xecuter 3ce on it and it boots to the 1mb flash on FlashBios V3.0.1. There is an error at the top of the screen that says "Unable to read HDD first sector getting partition table". I have tried to flash latest X3 bios with both a DVD and a CD, trying Craxtion, Qwest and just using nero and all the same result, it asks for the disc then says reading, then after a minute it pops it out still has the Insert Disc thing like it didnt even recognize it. I have tried connecting with both HTTP and FTP, FTP on cuteFTP. The network connection is through a hub, and I know it should work because it is the same way I connected to the V1.4 box when I installed it 6 months ago; however, the V1.6 im doing now wont connect through HTTP or FTP. Any ideas?

Some more info:

It has the original Hard Drive in it that came with the box, I am installing a HD later but want to get the chip working on the original one first. I am also trying to use the V16plus X3 bios 3294 since it is a V1.6 box. I created the discs with a 100mb dummy file and with the bios name bios.bin like the tutorials said.
