Newb: mIRC trouble

Hi, I am new to this whole modding world. I plan on purchasing the X3 chip, but before i do, i wanna find everything that i need. I got the link off xbox-scene, but when i try to connect to mIRC nothing happens, any idea. Like i said, i am new to all this, so any help or advice is greatly appreciated.
