No Bios/Bad Chip/xbox hates me?

I just installed a 2.6CE and when I booted the xbox up it was powering off twice then flashing red and green. I assumed it must be a problem with my install so I went back and touched up any points that looked sketchy and just plain redid some. Still didn't work. Then I tried putting an other 2.6CE from an already modded xbox in and it booted up just fine, so I know my soldering is good. I've read that the problem with the original chip could be that it has no bios loaded on it, so I tried putting the good chip in and booting up, loading flash-x and then hotswapping the 'bad' chip in and trying to flash a new bios. Flash-x says it successfuly flashed the chip, but it only takes 1sec to do instead of the usual 10seconds or so. And when I restart after doing that it still FRAG's.
I'm at loss to figure out what's wrong with this. Could the chip be bad? Does anyone have any idea what else I could try?

I bought the chip from divineo Canada btw.

If you take your bad chip and install it in the Xbox that the known good chip came from, what happens when you boot? Same thing that happens on your box?

One last thing to try, before contacting the company you bought it from, is to hot-swap the chip and then flash it.

Boot the chipped-and-working Xbox with the chip on, so it loads your dash (whatever it might be). Then very carefuly remove the good chip (while the Xbox is still on) and connect the 'dodgy' chip in. Make sure the flash-protect switch is off. Try flashing the chip using FlashX. You may not have FlashX, or the X2 5035 BIOS - so you'll need to get both of them first, and install FlashX onto the working Xbox as an app.

Maybe there is no FlashBIOS on your chip? It's worth a try!

If the problem follows the chip, then it sounds like something with the chip. (not saying return it yet!) You are connecting the switch/D0 plugs to the chip when trying it in the other box, correct? Are you using the installed switches from the good chip or the switches that came with yours? Problem switches/switch cable can cause a FRAG as well.

As Cra41g indicated in his steps for hotswapping make sure flash protect is off. To do this you will need to attach the switch bank. Without this the chip will not be enabled and I would assume you would be unable to flash it.

which box version do you have?
which bios did you attempt to flash?

double check that when you doing the hotswap that you are flashing the correct version bios to your chip

make sure your D0 wire has good contact with the correct point on the board
