I'd say it was your soldering. Check the soldering for the d0 wire. Make sure it's not shorting with any other point.

Does it still work with the chip enabled?

What HDD is in there? Is it locked to the Xbox?

there is a 250 g western digital in it

it is locked.
Can you confirm you copied your old C and E drives over to your new HDD?

Also, just advisory that you increase your fan speed as you're running a large HDD.
