No Panel Lights and just one light on the chip

Hello,
I'm trying to help someone fix his xbox(1.6), it has a x3 installed but whenever i turn the xbox on there are no lights on the switch panel and it boots normaly to the ms dash.
On the modchip itself there's just one blue light on and it's next to the 5v label.
I verified all the solder points and it looks pretty good to me. I also checked continuity between the pin header and the corresponding wire installation points on the board and everything was ok. (to verify that the LPC rebuild was correctly installed).

I need to know if this can be happening because of an incorrect bios on the chip or no bios at all.
I also changed all the wires, power panel board, and the switch board but still nothing.

recheck pins 15 and 9, also try pressing down on the chip and see if you can get the 3.3v led to light perhaps it not making a good enough connection.

Thats the 3.3v led. You need to fix pins 9 and 15. Search the forums. This is in here 12312312312543.28 times. ;p Its 100% now way about it, in your soldering on pins 9 and/or 15. (most likely pin 15). Yep, even though you..., yep, and you checked..., yep, and you resoldered..., yep... still comes from pin 15. If you have 3.3v of power, the light comes on. If you don't, it does not. You can try bridgin pins 9 and 15 as I've heard this works, but I've never experienced any problems with it.

yah..

i have the same exact prob..its the 1.6 with the rebuild pcb and wire install..everything looks good yet still no 3.3v :\
