PC sees bios, xbox doesn't

I've flashed an X2.6 with countless bios on the pc and tried booting it up in my xbox with no luck. The chip is blue, the leds up front are all green, (I've tried EVERY combination at this point) and the xbox just turns on and off. No error screen just solid black.

I've tired every combination of bios, all of which were read back on the PC and the MD5s all checked out. It's a wire install, and I know the job is perfect because I've checked it with an X3. The X3 has no problems booting up, but if the X2.6 is on, it frags. If the chip is disabled the xbox boots to the MS dash as usual.

X2 BIOS Manager and iXia both identified the chip as an X2.lite and the bios in both banks. I used both of them to reflash with different bios. Both acted as if the flash was successful.

I've tried the install in 2 different xboxes. Two different wire installs. Both had the same problems.
If any one knows what to do, please let me know. I've done a ton of installs and I've never run into a problem this bad with an Xecuter product.

Is the chip screwed or what?

I have tried 5035. The "old" version. I did get the flash screen when I first installed it. After the internet flash it's not booting. So I took it out and tried using an external programmer on the pc. I just get 3 on 3 off frag when I boot with the chip enabled and M$ boots with it off.

Yeah, I forgot to mention it in my original post, I've tried hot swapping with the X3.
I've tried them in two separate xboxes now. A 1.0 and a 1.2. Tried hot swapping in both xboxes with no luck. I've tried to use the X3 back up bank to get to the flash with no luck. I've also tried the FlashX app with no luck. Both xboxes worked with the X3 and didn't with the 2.6.

I'm pretty sure the chip has to be defective. If the programmer can read it, and the xbox can read the X3 the only thing left is the 2.6. I just don't understand what could have burned out or what happened to the chip after the first flash. I can't understand how the programmer can verify the bios... so the chip has to be able to spit out info... but it doesn't work in the xbox.
