Pin 3 on v 1.4

Is pin 3 on the pin headed on Xecuter 2.6 CE suppose to be dead? My voltmeter stays a 0 for this one and on the tutorials, only the v 1.3 is suppose to have the pin 3 dead. All other pins are actiing correctly. I didn't want to put everything together before know if I had to solder again. Thanks
