Like Rpgenius420 you need to either do the RGH or buy an ODE

RGH (Reset Glitch Hack) allows running homebrew and you can shave the padding out of a game to save space on your hard drive, however you cannot access Xbox LIVE. You need a NAND reader and a glitch chip, runs about $75, it requires soldering and causes longer boot times

ODE (Optical Drive Emulator) is a chip that sits between the Xbox mother board and the DVD ROM, you plug a hard drive into the chip and it loads the ISOs from the hard drive, with an ODE you can play on Xbox LIVE and your game ISOs need the full padding and will take 7.3GB to 8.2GB depending if they are XGD2 or XGD3. ODEs cannot run homebrew. it will not affect your boot times and requires you to dump your DVD ROM firmware. Runs about $110 plus the cost of the external HD no soldering required.

You have a flashed DVD drive

JTAG requires dashboard 7371 or lower, there are two different RGH version 1 is faster than version 2, version 2 I have read of report of up to 3 minutes while version 1 is about 5 to 10 seconds.

if you have dashboard 14717, or 14719 on a Phat you have to use RGH version 2. On a Slim you can do version 1 no matter what dashboard you have, boot time on a slim I think is about 5 to 20 seconds

Besides you can't jtag a slim 360 only RGH. Those bad boot times are on a old revision of the coolrunner. The new Rev.C coolrunners work great for RGH 2.0!
