i just got back from china and i got some games. when it is loading it says that it is dirty BUT ITS NOT is this becaus it is PAL???

The xbox has notoriously bad DVD drives.... try copying them to your PC and then FTPing...

besides if your TV doesn't have a PAL option they're going to be in black and white anyway...
