That's just what i believe team xecuter are doing, waiting till its perfection ~ and then releasing.
An consider Sony isn't going to release a "security update" that makes prior manufacturer's games break. So they can't change the private key, or the signing mechanism.
FYI - to those trying to figure it out - take a look at Sony's own updater EBOOT.PBB (or whatever that extension was). Compare it to some of the homebrew apps and you can see the file header change (apparently that's at least *part* of the sig), but the end of the files are entirely the same, which may mean we only need to know a single "official" developer's key.
Anyway - normally a "corrupted" game (one that you've tried modifying without the new file header) will show you a ? icon. Howver, if you paste in the bytes from Sony's own signed updater you get a "game controller" icon, which may be a key. Anyway, it's just for what it's worth.
Obviously Sony doesn't want hacked games out there - there isn't any restraint from the likes of those who don't want to pay for games (real bummer, too, 'cause we programmers work really hard, and warez lovers just download the stuff thinking we don't need money coming in to live). So I am both looking forward to and not looking forward to a hack 'cause I want to write games (hey I'm a software geek) and other utilities for the PSP, but then again there's the problem above with those who will d ownload games and never, ever pay for them.
