Hi, i just bought this chipset to flash my Samsung drive. I just look on tekgems.com's webpage where i bought the product from and it said this message:

For XBOX 360 users, this card is the VT6421A (6421A) chipset. The only difference between the VT6421A and VT6421L is that the VT6421A requires MTKFlash (flash) to hexedit the port I/O's. If you use Xtreme Boot Maker, XBM will do this for you automatically.

What exactly does that mean, do i need to type something special to hexedit the port I/O's when I use mtk flash?

I'm going to use iprep to do everything so i didnt know if i needed to do anything special?

you dont need to do anything special. That comment was from an older post we have stepped away from xbm and use iprep now. You dont have to mess around with anything. Iprep will make you a bootable usb drive in a couple of seconds. For the vt6421a chipset all you do is install the driver and away you go. I have a ms-28 drive on my xbox and have had no problems.
