From what I recall the latest 360_Multi_Builder when at this stage gives you the opportunity to select the default dash giving you the opportunity to specify where said dash resides. So on your PC if you extract FSD to say a USB stick or HDD making note of the path and specify the same path when building your image, then create a folder in root of your USB storage called 'homebrew' and put xexmenu etc in there, then plug it in to your console then boot it up, at least you can then use xexmenu as a filemanager to follow tutorials in doing the rest.
