and it only says r-jtag.

Yes u can, however boot times may be problematic (until CR4 is released anyway)
and that will be RGH2 just so there's no confusion...

When installing a coolrunner, could you switch this double shield wire with just a normal wire?

Use normal wire, if you get bad results try a wire as in the picture:
