R-JTAG R-Jtag Chip problem

I have a new R-jtag chip, after I installed it to my Jasper, the green light is always on, even when I only solder the 5V and GND wires, and the green light is on before I power on the Xbox. I replace it another R-jtag Chip and the xbox boots fine each time.Does any know know what's wrong with R-Jtag Chip?

the only time i have even had that prob is with a coolrunner with the wrong timing

Where did u get the chip? Send it back to seller and request replacement.

IIRC a blank chip does that.
