Recently flashed 14719 machine attempts to update again only when connecting to xbl

I recently flashed a Jasper Liteon. This machine had not been connected to the Internet for a long period of time, and possibly ever(can't be sure).

Before I flashed it I updated through the xbox by going to 'Test xbox connection' and allowing it to update. I updated until 1. It was on version 14719 and... 2. It would not update anymore.

I then flashed it using JF with CK3 Mini and Probe 3. After confirming it worked using an iHas124b burner I ordered an xbox Gold subscription.

I received it and went to add the code and when I selected to connect to xbox live my xbox started to auto(did NOT ask before) update. I powered off the xbox before the update completed. I checked and confirmed I'm on the latest version. I also tested my connection again and it did NOT ask me to update. The update does not say what type of update it is. It simply says "Downloading Update. Please Wait"

With that information, why is it trying to update without asking?

Is it safe to allow it to update?

If this machine has not been connected to xbox live is this an update for something other than the main system menu?

How should I proceed?
