Relationship between BIOS and the .ini file?

I am a little confused as to how you bootstrap this thing.

As I understand it the BIOS uses the .ini file for it's settings correct? So when I flash it the first time how can it have access to the .ini file which isn't installed yet? does it have defaults built into the bios?

Once installed, where should the .ini file be located?

if the bios doesnt find the config.ini file it will boot with the default settings.

put the config.ini on the root of the e drive.
