Because you didn't follow the instructions. You need DECRYPTED files, so your NAND dump you're using as a donor needs to have the CPU key with it in order to get them.

You have built a retail image with donor files. This is why you get flashing red and green lights.
For a retail image the kV has to be the original one from the console you are using it on.

Why are you building a retail image?

I thought you wanted an RGH?

Did you not read the sticky which was linked for you?

"These steps can only be carried out to completion if you created an ECC from your original NAND. If you used a DGX ECC (or a >14719 ECC PRIOR to J-Runner 0.3 (build 1)) then you won't be able to restore a stock NAND. However you can use the steps to build an RGH NAND."

I have a suspicion that the image you wrote to the console isn't corrupted at all. You wrote someone else's image to it, which is why there's a mismatch on the keyvault.

I strongly suggest you stop ALL modding until you fully understand what you're doing.
