Least tools required would be to have someone do it for you. Seeing as how you're starting from scratch and you're looking to save money I would encourage you to post in the services wanted section.

In short, if you did jtags you probably have a nand reader/writer. You'll need that and a glitcher.

Best bet would be to get a pro to do it. It will be cheaper, unless you have multiple consoles, or plan on installing rgh for money. And just because you say you can solder, doesnt mean you can. You would be surprised how many people say they can solder, then get on here with a bunch of soldering issues.
