What is the advantage of programming the cool runner before installing it? Also can you be banned by just having the qsb installed? I know you can be banned for going online with rgh that is common sense. But just the qsb? Qsb and cool runner?

There is really no advantage, it's just the way I do things.
You will not get your console banned if you leave it in it's retail state, even if you solder everything in place but you will get banned instantly once you try and take it on XBOX Live after you modify it (DashLaunch should be installed afterwards to ensure your console cannot take any official updates).

I don't understand dash launch and free style dash. What is the difference? Do I need dash launch?

FreeStyle Dash is a custom dashboard, I would certainly recommend using this as your main dashboard.
DashLaunch is an application that should be installed once you have written a modified NAND image to your console (built with J-Runner), it allows you to boot into a custom dashboard, block system updates (recommended), remove the ping limit patch for system link games and more.

You can't install DashLaunch until you have your CoolRunner installed and the NAND image written to your console.

Nope buying Sunday wanted to wait to make sure I am buying the right things. NAND x, cool runner to NAND x cable, and cool runner.

Go ahead and purchase everything you listed and the QSBs, then you are all set.
You may also want to add a POST_OUT QSB to your cart as well, it will help you easily set different wire lengths on CPU_RST to find the optimum boot time (slims can be random when it comes to boot times and the additional QSB will help).

No. You can extract the iso you created with your original and burn it as a data disk.
ok so rgh2 was realsed today but i already ordered my coolrunner for my trinity slim. Should i have waited for the new version cool runner to come out?
