have you checked the wires for movement?
if they have just been taped down and the tape gets hot / peels away, the wires can move causing this type of problem.
Yes - the chip has done its job and has successfully allowed the injection of code. It just so happens the code is invalid (wrong LDV) so hence no boot.
It takes its lead from POST_OUT1. While it gets a signal from the console, the reset glitch code slows the CPU and attempts to inject. If it succeeds, it knows as POST_OUT1 no longer outputs.
