Test Xbox without HDD

I was recently given an xbox board that I suspect to be broken. The thing is that the harddrive in my xbox is unlocked. From what I can understand the Xbox will not boot with a unlocked harddrive. What I want to know is there any way I can test this board to see if it is working ok. When I plug it in I get a steady green light on the front of the Xbox but I don't know if this means if it is working or not. Can any one tell me if there is any way to test the board without a harddrive.

is the board chipped or unchipped? if it's chipped you could put you unlocked drive in and try that. It only when you try to boot the retail bios that the drive needs locking.
