trouble getting 2 blue LEDs on 1.6

xecuter 3 on a 1.6 box.
when i turn on my xbox it does not power on, but instead only one blue led comes on on the chip and goes off as soon as i take my finger off the power button. when i unplug the mod chip everything boots up fine. I have been struggling for a while and i just out of curiousity unplugged the black cable that connects the dip switch. after this was unplugged both blue LEDs came on. unfortunately the xbox booted to a microsoft error screen saying my box needed serviced. can anyone help?

i should add that i have not been able to get any light on the external switch.

when i have the HD and dvd drive plugged in and the black cable out the xbox boots normally as if it didn't have a mod chip. when i unplug them it goes to the above mentioned error. either way with the black cable plugged in it does not power on.
