Trying to diagnose problem with install

Not sure what I'm doing wrong. My connections are well done and I have been undoing/redoing them for literally 10 hours. I am using a LPT cable that I built from the schematic in the tutorial to program coolrunner. I noticed in a different thread :

Where software called x360glitchip was used to verify program. I am able to get successful program of chip in Xilink Impact, but after thinking of different options other than solder, I figured I would verify mine as well. When I do this, I get r which states that

Warning: TDO seems to be stuck at 0


I programed the chip again for my jasper (256) and went into the program again without touching the 360 so I know the wires are still good and that warning comes up and it's not able to pull up my chip info.

What could this mean?

This issue that I have been having is that all the solder points seem fine, but when I try to boot, I get no flashing green light
