Sucess Guys! Here is what my problem was.. I actually feel kinda dumb.. on the X3ce there is 2 flash protection switches.. one externally on the banks selector switch and one on the chip itself.. you need the chip switch to be to the left... that is what my problem was.. I flash protection on, thanks a lot for your help everybody

OK, I'm having the same problem. I disconnected the bank selector switch and have tried to flash with the on-board switch in both positions, same error. AHHHHHH!

This happened to me before to, but what i did was take out the x3, and then set it again. That worked for me, but the problem is probably not that simple.

The reason you are getting the message is because the x3 is wrong. You have to turn the switch on the x3 modchip to protect, it should be red. We probably recieved fake chips or they programed em wrong.

I had same message and finally got it to work.

Set chip to protect/red light should be on
Then on the switch, turn 1&2 to on and 3-4-5 to off

It should now work

This is for a x3 ce

I got this sorted by setting the internal switch to unprotect and the external switch to protect - yeah I know it sounds stupid (but it worked!).

Try that. Also, setting switches 1 & 2 to ON and 3 & 4 to OFF is also needed if your flashing a 1MB bios.

New Problem

So I had the same issue where I could not flash - I always got the halt message. I was using the http method. I switched the internal chip to protected (red led). The bios x3 3294.bin renamed to bios.bin can now be flashed. The xbox (v1.1) goes thru the flash routine and powers off.
The problem is it will not power back on! It tries for approximately 1 second then shuts off?!

I tried another X3 1463.bin, the xbox will start but no video, I am thinking this has something to do with the HD cable to my TV.

disabled mode to regular xbox works. Backup Bios works. Tried banks 1 and 2.
Any ideas?

Tried it named and not, thought it was worth a shot. Still have the issue where it will light up for a couple seconds after the flash and then shut off.

Pulled the board out and reflowed the solder on each area.

Still stumped, I am trying a single bank bios next.

I have similar issue, I think something is wrong with the chip. I flashed it before a long time ago but now when I try to use the chip it turns blue on the outer panel, off, on, off, on, then just goes out. no screen. I am trying to refresh the bios because I think something happened to it. I unplugged the outter panel and tried flashing the chip over HTTP with the dip switch on the chip itself in both positions and I get the same error halting. Only boots to the bios screen when I hold both eject and power for 2 seconds. Booted to M$ dash before chip was installed.
