LITEON 9504 unlocked pcb no power

So I got my new tx pcb and have plugged it all in and it doesn't eject or have any power to the laser.

before I proceed with this flash I just wanted to check is this normal?

I am guessing its either because it has no firmware or it is broken can someone let me know which one it is thanks.

So all went well flashed then drive came to life and it works perfectly.
