I have an xbox 1.6b with Xecuter 3CE.

I'm able to boot it to 3.0.3 (Bank 5678, Off On Off Off) I'm also able to get it to DHCP and connect to it over HTTP. I used to be able to boot Flashbios 3.0.1 in the first bank, and I was able (After many tries) to flash X3_1959 into the 1st bank. Now that bank FRAGs on boot.

So, I rebooted into FlashBIOS 3.0.3 in the other bank, and now the HTTP connection is very sluggish and I experience packet loss between my laptop and xbox when pinging the xbox.

Both the laptop and xbox are going through a switch, both cables are good and the switch has other hosts on it - they work fine)

When I try to upload X3_1959 over http, it just hangs dead. Sometimes it'll go through, and sometimes it won't.

Also, it seems that I can't disable the chip by holding down the power button at boot. What trace/pin is that related to?

The only pins that I herd so far that caused operational problems after a flash were pins 13 , 14 and sometimes 11. Recheck those pins. I had a X3 once that was booting up flash bios perfectlly and flashing only to see no screen after trying to boot up the xbox to Config live. Puch on the pins a little and see if they all hold and not slide down though the pin header.
