I resoldered all my pins on the pin header as well as the LAD0.1.2.3's. I soldered all of these on the bottom of the board. Then to check to make sure they were soldered correctly i turned the board over and took out my multimeter and tested for continuity from the pin header pins where the x3 plugs into to the actually lad0.1.2.3 traces on the top of the board and they all showed continuity. I then test the voltage at pin 15 and 9 before i hook up the x3 chip to make sure they are both recieving ~3.3v and they are. I also check the alt. 5v wire and i am recieving 5v from that also.
So of course i think everything is fine so i put the board back in the xbox, screw all the screws down plug in the x3 chip with all the wiring and plug in the power. When i turn it on only the LED closest to the front of the xbox lights up and the one closest to the back of the xbox does not. Also the control panel "X" lcd does not light up either. Once you hit the power button and let go it just turns that one blue led on then shuts off. The fan doesn't even turn on.
However when i keep all the wires plugged into the X3 and just pull it off the pin headers and turn the xbox on it will boot up fine.
When i am testing this there is no dvd drive, hard drive or video cables hooked up to it. This is what i did with my v1.6 and it worked fine. And i am almost positive this was flashed with 3.0.3 b/c i bought this one for my brother from system-mods the friday before xmas.

This is still a soldering issue. Check everything again. If it was a BIOS issue, you'd get a blank screen. Take your time and resolder where needed.

how is it a soldering issue if the places where i am checking for continuity are not the places where i soldered? I soldered on the bottom of the board and i checked for continuity from the pins on the top of the header where the x3 actually slides onto and to the traces on the top of the board for lad0 lad1 lad2 and lad3. Therefore i'm not just getting continuity because i'm touching both ends of the piece of wire i soldered the points with.

oh also, i don't have the dvd drive, hard drive, or tv hooked up when i turn it on. All i have hooked up are the main power cable, the fan cable, alt 5v cable, all the other cables that are hooked to the x3chip, the controller port cables, and the big cable from the power supply to the board.

My experience

I had a similare issue today. It turned out as said to be a soldering issue because the only LED that lights up is the 5v the 3.3V pin or pins (I don't know the pinouts in and out) aren't recieving any power therefore the led on the switch wont light up. I just took some solder braid and redid the crappy looking solder point that i did and it booted to flash bios just fine.
