usb to sata cable or only bootable usb...important

HI, i wanted to know what is the difference between usb to sata cable and a bootable usb. in the text book, its written to use a bootable usb. also its never written when to plug the bootable usb and when to remove it. so i hope you guys will help me with this.

since the usb is "bootable" you plug it in then turn on the computer so the computer boots off of it. Giving it the name bootable.

And Sata-to-usb adapers are used to flash older hitachi drives.

no only the computer, and i useda memorex flash drive to flash my samsung.
