Used to work, does not boot up anymore

My buddy asked me to look at his Xbox to see what the problem could be. Although I'm a proficient computer tech, this is something I'm not to sure of. It boots up, fan kicks on and the blue X appears on the screen but goes no further. Could it be something with the mod?

Remove the chip and try booting it.
