Waiting for Post to change on Rater

Why is rater saying waiting for post to change I installed my cr4xl successfully I plugged in the all the wires it still boots I have cr4xl ticked.Do I need to have the DVD drive plugged in or something? I also have the blue and green nand wires soldered to the motherboard

The RATER function needs KIOSK (pad K) and the green wire from your JRP V2 to function properly.

The KIOSK pin powers the console on and the green wire powers the console off.
