Check your solder points! STBY_CLK shouldnt be messed up at all otw you wont get any reads.

Did you test your voltages? and continuity? Make sure no bridging.

Did you try letting your JR Programmer cooldown before reads?

Make sure your xbox is plugged in but not powered on. Post pictures of your soldering.

I figured out the problem. It was the jr programmer,it didn't have the correct firmware.
All is good now and I'm moving on to install cr 3 lite
