A new rebooter will have to be written. There are people claiming to have it working on jtag already themselves (they would have rewritten the rebooter), though I doubt there will be any need for someone to patch / release a 13146 dash until it is necessary (when games are released that require the update).

So to answer your questions, yes there will be 13146 update for jtag boxes. There wont be a need for an update until a game is released that requires the update.

And even then you can simply patch the game to run on older versions of freeboot.
