Sounds like you got a replacment with zeroed keys. which is cool, but I dont know of a way to burn them so you can create a nand. Did you try using a CPU key that was all 0? It might work, but I cant guarantee it. Might also be a devkit cpu, which would be evident by looking at line 2 of the fuses, as that is where retail/test/devkit bit is set. There are guides online that will tell you what the values of that line should be.

its a retail cpu
i never seen this before looks like even the LDV count had a reset on it
try it zero keys and random its was not working

i alway was thinking that the factory burns these keys and can't be reset

If all of the fuses are zeroed, then it came from the factory. Microsoft burns the fuses, when they set up the console, not the manufacturer of the chip itself. If the LDV isnt set, then the cb isnt set either, and possibly the fuse line that specifies if it is a retail or devkit cpu. Unfortunatly, I dont know of a way to easily burn in this information, without writing some code, that can be run in xell to burn some default information to the chip. Might try talking to 15432, as he had some luck doing something similar for his winchester that runs Freeboot, which involved replacing the CPU with a zero keyed CPU, and setting it to be a devkit, if I remember correctly. there is a factory disc that does this for microsoft, but getting it is virtually impossible. you would be better off getting a nand/cpu combo from ebay.
