Most likely the CPU RST (CPU Reset) LED blinks once, or when you have the system RGH'ed it will blink whenever the CoolRunner LED blinks (The CR LED blinks when the CR sends a reset pulse):

Generally, when a CPU chip first receives power, it must be reset by receiving a pulse on its RESET (or RST) pin. This is because when the power supply is first powering up, even if it only takes a second or two, the CPU has already received "dirty" power, because the power supply was building up a steady stream of electricity. Digital logic chips like CPUs require precise voltages, and they get confused if they receive something outside their intended voltage range. Thus, as soon as the chip has powered up, it is reset to bring it to a known starting condition. This is done automatically by circuitry on the motherboard that performs a reset upon power-up. The RESET pin (which is usually active-low) must be activated for a certain number of clock cycles to reset the CPU. The reset circuit keeps the RESET signal active for a moment, then disables it, at which point the CPU begins its act.
POST 1 out LED probably stays on while the system goes through its Power On Self Test.
Just guessing it tells you if certain absolutely necessary components for the system to boot (Like: Memory, CPU, GPU...) are still working when you get no picture on the TV.

My best guess: when you turn the Xbox on the CPU RST LED blinks, then POST 1 out LED goes on for a second or 2 (?) and turns off if the system passes its POST.

Why not give it a try:D

I may try it on a RRoD system that has a weird problem, maybe it helps me troubleshoot the system.

Both points are used by the CR, they are shown in the guide (2nd picture from the bottom when you click the Phats: Spoiler button).

POST_OUT1: FT6U7 (Near the CPU X-Clamp).
CPU_RST: Pin 2 on J8C1 (10 pin header near the power connector).

I don't know what LED's he used, so I suggest you use a resistor (I would start with a 1K Ohm resistor, then go down if the LED is too dim or doesn't light up at all).
