X2.6 on 1.6b problems

I have installed the chip and it will boot with the chip disabled. When I enable the chip I get no video and my LED's go orange.
Do I need to get a progammer?
I have had the soldering done by my friend who is an electical engineer and we have both checked and re-checked the soldering and that is perfect.

Sorry I should mention that this is a x2.6CE chip

Are you using the standard RCA cables? If not, give them a shot.
