x2.6CE only boots to flashbios sometimes, won't flash via http

First off, I've been in the scene for a number of years, I've done a few x3.0s and I'm decent at soldering. I bought a v1.0 xbox that I knew the DVD drive didn't work figuring I didn't need it anyways for using the xbox for XBMC only. When I received it, it booted fine to the dash numerous times and did exactly what it was supposed to.

I then de-soldered the holes to prepare for the X2.6CE, this went well, all the holes were clean. Then I soldered the Pin header in, did the D0 and the LAN and HDD led wires, all looked really clean . Next I plugged it all in and powered it on, the blue led on the chip is on, the green led on the switch bank is on, the eject light is solid green, all looks good, but I get nothing showing up on my screen. So I cycle power a couple times, and then I turn the chip off, now I get 2 reboots and a flashing red/orange. I then turn the chip back on and all of a sudden I have picture, so I hit Allow network flashing, go to my computer type in the address and the flash page comes up, find the bios and hit upload/flash, it does nothing, my computer just says waiting for 192.168.0.5 So I try it with IE instead, still nothing, so I try my laptop with IE 6, still nothing.

At this point I think I missed something, so I unplug everything again and check it all, it all looks good, so I plug it all back in. Now it constantly just powers up with no video/audio, the light is steady green, when I hit eject it flashes and the DVD drive sounds like it wants to eject but does nothing. All the modchip lights are on properly. I turn the modchip off and I still get the 2 reboots and flashing red/orange. I checked continuity with all the pin header pins, all of them are good, and there's no continuity between pins.

What do I do? I'm really stumped on this one.

standard A/V cable that came with the xbox (RCA). Now it does something slightly different, bank2 will give me the steady green light with no display, but bank 2 will give me a steady red light.

on the chip itself I have 1 blue light, on the switch I have one green light. I have checked over and over for and solder splashes or burned traces or anything and everything checks out good
