xbox and power brick both have red light (power brick is fine)

I got 3 RROD or dead xbox's from my coworker that he had laying around from when he fixed RROD. Now i got 2 of them fixed up and running by replacing the thermo paste with artic silver thermo paste and using bolts instead of the x-clamps. The 3rd xbox i cant seem to figure out whats going on. Turn it on the center light is green and 3 red lights not flashing and power brick is red. There is nothing wrong with the power brick as it works fine with the other 2 xbox's. Theres nothing in any of the slots causing it to make the power brick go into safe mode preventing anymore power going to the xbox. What could be the problem? Any help would be great. If its dead dead its no big deal i got them for free these are just back ups for me and my brother and thought about water cooling 1 of them.

Is the Thermal Paste shorting something? AS5 is capacitive, maybe you used too much and it is all over the cpu. Try to spread it with a credit card or something like that, so you are 100% sure that it's not shorting.
