Xbox powers on and off by itself.

When I unplug the modchip the xbox works fine...but when I plug the modchip in I get two blue leds on the chip but the dip selctor is red and it starts to turn on and off by itself. i have done about 10 xboxes and never seen this. Anyone seen this before?

I am doing a 1.0
